India’s water crisis is even more serious than its energy crisis though this is not generally realised. For energy, alternative sources such as solar and wind energy are becoming more cost-effective. For water, the only major alternative available is desalination and it is far too expensive.
Until about a decade ago, water was seen as a key requirement for the agricultural sector, and the focus was on the need to invest in infrastructure for irrigation, which would reduce the dependence of our farmers on rains and also meet the rural drinking needs. The Green Revolution accentuated the need to secure water for the high- yielding varieties of foodgrains. However, inadequate investments and poor planning and maintenance of the irrigation infrastructure meant that canal irrigation was much less effective than planned. Farmers turned to groundwater with zeal and they could do this because groundwater extraction was unregulated.
Free or cheap electricity also meant that farmers turned to tubewells and electric pumps as preferred instruments for lifting water from underground. About 80 per cent of the addition to the net irrigated area in India since 1970 has come from groundwater. Since water is not economically priced, it is used inefficiently through flood irrigation. For the same reason, water-intensive crops are grown in areas where water is highly scarce; for example, rice in Punjab and sugarcane in Maharashtra, thereby contributing further to the decline in water tables.
Over the past decade or so, unplanned urbanisation has highlighted the water problems facing urban India: Declining water tables and a serious challenge of water pollution. Urbanisation has been gathering momentum with India’s rapid growth. While only a third or so of the population is urban, the share of urban GDP in the total is close to two-thirds. India’s urban population is projected to increase to 600 million and urban share of GDP to 75 per cent by 2031. It is not clear how the resulting increase in urban water demand will be met. Releasing water from agriculture by improving efficiency in water use will certainly help, since agriculture accounts for 80 per cent of the total use of water in the country. Recycling wastewater is another potential source of augmenting water supply for urban areas.
This requires that drinking water, sewerage and wastewater treatment, stormwater drains, and also solid waste management be planned and managed in an integrated manner. These services are actually being managed in silos, in some cases by the urban local governments themselves though they are not sufficiently empowered and in other cases by parastatal institutions (metro boards) of state governments. Even the national missions are encouraging a fragmented approach by separating solid waste management under Swacch Bharat from the rest under Amrut, and even worse, dispensing with the requirement of a city development plan in which all projects must be anchored.
The result is that the state of water delivery in Indian cities is visibly highly deficient. Only 62 per cent of urban households have access to treated tap water and only a little over 50 per cent are directly connected to a piped network. The average connected household receives water for approximately two hours per day. Only 33 per cent of the urban population is covered by a piped sewer system, while close to 40 per cent is dependent on septic tanks, and 13 per cent still defecate in the open. Stormwater drains are inadequate and ill-maintained, and even natural drains which provide safe exit to stormwater including flood water are either encroached upon or are carrying sewage. The sewage treatment capacity is also sometimes redundantly utilised as in the case of Delhi where treated wastewater is discharged into drains and allowed to mix with untreated sewage flowing into the natural storm water drains, and the unholy mixture finally discharges into the river. No wonder then that the Central Pollution Control Board finds that 75 per cent of the measurable pollution in our rivers is from municipal sewage and 25 per cent from industrial effluents. Surveys of groundwater also show high levels of microbiological contamination, clearly suggesting contamination from municipal sewage. The implications of polluted and unsafe water and poor sanitation are extremely serious for public health. WHO data shows that half of India’s morbidity is water related, and there is ample evidence to show that water-borne diseases have been on the rise in the country.
When public policy fails to deliver, the gap gets filled by private providers creating markets for water. The solution has been similar to what happened in the case of agriculture: There is increasing but unaccounted use of groundwater by extensive digging of bore wells to meet the demand deficit. The stories of the tanker mafia in Delhi are legendary. The result is an accelerated decline in water tables and also increased contamination from fluoride, arsenic, and mercury as efforts are made to dig deeper.
India is the largest user of groundwater in the world with groundwater abstraction at 251 cubic km per year, which is more than double that of China’s. What is more, India’s use of groundwater is much in excess of the actual recharge being carried out. Punjab, Haryana, Rajasthan and Delhi fare the worst in this respect. A recent assessment by NASA showed a decline in the water table for these 4 states at an average rate of 4 cm per annum.
The 12th Five Year Plan had called for a paradigm shift and proposed a comprehensive programme for the mapping of India’s aquifers as a prerequisite and a precursor to a National Ground Water Management Programme, and some pilot projects have been initiated.
Groundwater use in India is currently governed by the framework of British common law sanctified by the Indian Easement Act of 1882. This provides that a landowner has the absolute right to draw any amount of ground water from under the land owned by him. The attempt at legislative reform in the past focused mostly on allocation and setting up a public regulatory authority for groundwater regulation and management such that the state government will take the final decision. The government of India is currently working on a national water framework bill and also a model groundwater bill which addresses the challenges of equitable access and aquifer protection, moving away from the focus on the link between land ownership and control over groundwater and treating groundwater as a common pool resource to be exploited only for public good. State governments could adapt the bill to their specific context. This is a bold step which is long overdue. How easy it would be to enforce such a system given the weak capacity for governance at the local government level remains to be seen, though it is clear that this is the only way to go.

Jalyukta Shivar makes available 3,960 TCM of water in district

NASHIK: The Jalyukta Shivar works carried out in Nashik district across the 15 talukas has resulted in tapping of 3,960 thousand cubic meter of water in the villages which will be locally available for them.

The district administration spear headed the move of carrying out measures to ensure the farmers have water at their disposal and which alone can guarantee the farmer that he can take crops in his field. While the drought had made this impossible, even otherwise the water would simply run down the hills of the slope with the ground water unable to recharge the aquifers.

Sensing the need to arrest water in the fields and not allowing it to reach the river from where the water is likely to move down the streams and into the dams, the government carried out the Jalyukta Shivar in which the nallahs and the pick-up weirs, the check dams, the cement plug dams were deepened by removing of the silt from the structures which was further utilised in the farms.


But the work in Nashik district has been very significant in the case and the government as well as the private help resulted in extraction of the 39.61 lakh cubic meter of silt from the areas of villages where there has been perennial shortage of water as a result of which every summer these villages didn't have water and they would be supplied water through the tankers.


"At this point of time all the Jalyukta Shivar structures (95 percent) have got water because of good rainfall during the last week. Now all these structures have arrested water which will seep down the soil and recharge the ground water levels. Hitherto, this water would usually run down through nallahs and then into the river downstream. Only about five percent of water of the rains would have been naturally tapped," GM Gadikar, deputy collector, monitoring the activity said.


This means nearly five times the usual water is now available to the farmers in their farmlands.


"We expect three to four such bouts of rainfall and this will result in at least twice the amount of water being arrested and percolated. The groundwater levels when measures post-monsoon this year will see exceptional cases this year. All this 3,960 thousand cubic meter of water and two more such bouts means the water will be available at the farmers disposal at the push of a button," another officer said.

Good initiative to encourage girl child education

The Andhra Pradesh government will soon distribute bicycles to girl students, hoping to empower them at the secondary level
 
When it comes to girl student dropouts, Andhra Pradesh has one of the highest rates in India. Now, the Andhra government believes that the distribution of the bicycles will help arrest these dropouts, even though a combination of socio-economic reasons is primarily responsible for this. 
The state government also sees this as a useful measure to discourage the child marriages, which are also rampant in many districts of the state. 
Even though the rate of drop-outs is on the decline, the state government is still concerned with the dropouts of girls as it is directly linked to child marriages among many communities in the state. 
“Once a girl drops out of school, her parents seem to favour a quick marriage immediately. Such mentality results in the prevalence of child marriage in the state. So, retaining girls in the school is a top priority of the state government, to rescue them from the evil of child of marriages,” said a senior official of Andhra school education department.
 In the education sector, the unified Andhra Pradesh was at the bottom and occupied a rank just above BiMaRU states. In the dropout rate at the secondary level, Andhra Pradesh occupies the second position in India. 
According to Vijaya Bharati, who is a pioneer in running schools for child farm labourers in India, the distribution of bicycles to girl students will go a long way in the cutting the dropouts in rural areas. 
Vijaya Bharati, with the help of state government, ran a school which produced many postgraduates, engineers and nurses including a PhD from former farm labourers. 
Now a consultant for state government SERP (Society for Elimination of Rural Poverty), Vijaya Bharati says the distance to a school is also a contributing factor for girl student drop-out rates in rural Andhra Pradesh. 
 “A bicycle, apart from cutting the travel time, also brings a kind of equality with boys. Now, many boys come to schools on bicycles as they have to travel three to five km to reach a high school. This distance is a deterrent for the parents of girls. This can be overcome with the move,” Vijaya Bharati told Asianet Newsable 
It is hoped that owning a bicycle would also become a matter of pride for girl students, and it would certainly encourage parents to continue to send their daughters to school. 
Chief minister Chandrababu Naidu’s  government has named the scheme to distribute the bicycles 'Badikostha' (Let me attend the school). All girl students studying class IX in government, aided, Zilla Parishat, municipal and model schools, are eligible to get a bicycle, without any caste or economic criteria.   
The scheme, which hopes to increase enrolment, attendance and retention and academic performance, will be implemented at the cost of ₹75 crore.  The distribution of bicycles will start from this academic year itself. 
The government has instructed the Commissioner of School Education to float tenders to procure the cycles without minimal delay at competitive prices.

Clean water, environment can prevent 1 out of 5 newborn

Noting that has one of the highest rates of maternal and neonatal mortality, a body working for providing safe water and sanitation today said one in five newborn deaths can be "prevented" by ensuring access to clean water and providing a clean environment during birth. 

WaterAid India, which carried out assessments of status of water, sanitation and hygiene (WASH) in 343 health facilities in 12 districts across six states over a period of 18 months, said its findings highlighted the poor status of WASH in such facilities.


"With 167 maternal deaths per 1,00,000 live births and 28 newborn deaths per 1,000 live births, India has one of the highest rates of maternal and neonatal mortality in the world. 

"One in five newborn deaths, could be prevented by ensuring access to clean water and by providing a clean birthing environment," the body said. 

It said around 38 per cent of the sampled facilities in Ganjam district of were found to have "open defecation within the premises" while 36 per cent of the sampled Primary Health Centres (PHCs) in Vizianagaram (Andhra Pradesh) and 47 per cent in Nizamabad (Telangana) had inadequate water supply. 

It said 75 per cent of the sampled PHCs and Community Health Centres (CHCs) in Bhopal, 87 per cent in Sehore and 95 per cent in Panna district of Madhya Pradesh had waste dumped in or around the healthcare facility. 

Poor biomedical waste management (including segregation and disposal) was observed at all the 30 sampled health facilities across Raichur district in Karnataka. 

It also said that 63 facilities were sampled in four districts of Uttar Pradesh, namely Agra, Banda, Lucknow and Varanasi and toilets in all facilities were "unclean" with PHCs and CHCs having very low cleanliness ratings (average of 0.83 and 1.13 out of a score of 10 respectively) and district hospitals with an average score of 3.75 out of 10. 

WaterAid India has launched 'Healthy Start', a new campaign with an aim to integrate safe WASH in healthcare facilities. 

"We need to plan in a more sustainable manner and not look towards stop gap schemes. 

"Focus should not be just the provision of infrastructure but also ensuring that the services are accessible for people visiting these facilities," a Wateraid India statement quoted Minister of State for Health Faggan Singh Kulaste while speaking at the campaign launch. 

"Government is open to suggestions from civil society on how to strengthen the implementation of schemes thus reaching out to every person with the appropriate services," the statement further quoting the Minister said.

Census 2011 data says that more than half of Indian households do not have a source of drinking water at home.
A fifth of rural households have to walk at least 500 meters to get drinking water. Even then, the water is of questionable quality.
 India loses as many as 73 million working days to waterborne diseases. This can be a worrying number as India is the largest user of ground water in the world.
